3. THE SECURING AMERICA'S FUTURE ENERGY ("SAFE") ACT OF 2001

The House is expected to vote this week on the omnibus energy act H.R. 4.
The energy package contains measures that would open up the Arctic National
Wildlife Refuge (ANWR) in Alaska to oil and gas drilling and create $33.5
billion in tax incentives for traditional energy producers as well as for
conservation measures. Proposed amendments include raising the Corporate
Average Fuel Economy (CAFE) standards, prohibiting oil and gas drilling in
ANWR and supporting alternative energy use and energy conservation
measures.
