7. INFORMATION ON OIL AND GAS ACTIVITIES IN THE NATIONAL WILDLIFE REFUGE
SYSTEM
A report released by the General Accounting Office on November 13th
(GAO-02-64R) found that 14 percent of the National Wildlife Refuge System
had some kind of oil and gas activity last year. However since 1966, when
the National Wildlife Refuge System Administration Act was passed, the only
new leases that the government has signed for oil and gas exploration were
in cases where drainage (resource extraction from under the refuges from
adjacent private land) was already occurring. The GAO report was created at
the request of Representative Edward J. Markey, Democrat of Massachusetts.
