future. The conference will follow five strands - Global EE Sustainability
and Futures, Joining Together - Partnering in EE, Moving the Field Forward:
Research in EE, Reaching Across Audiences: Diversity in EE Programs, and
Urban Rural Interface in EE. Strands will feature workshops, concurrent
sessions, poster and interact sessions. Keynote speakers will present
constructs from the strands.
Proposal deadline: January 31, 2003. Application guidelines and online
submission forms (available after December 2nd) can be accessed at:

UPDATES FROM THE HILL

6. DEPARTMENT OF HOMELAND SECURITY
President Bush signed legislation on November 25th that will create the
Department of Homeland Security (Public Law No: 107-296) and initiate the
largest government reorganization in half a century. The Homeland Security
bill (HR 5005), which the Senate passed November 19th (90-9), was sent to
the White House by voice vote from the House. The new department, which will
consolidate 22 agencies with about 170,000 workers, will take months to
assemble. And its funding remains in limbo, as budgets for the relevant
agencies are being funded for now by a continuing appropriations resolution
(H J Res 124) that lasts through January 11, 2003. Senate leaders plan to
decide by the first day of the 108th Congress who will have jurisdiction
over the new Homeland Security Department. The self-imposed January 7, 2003
deadline will allow the Senate to confirm Homeland Security Director Tom
Ridge to his new Cabinet position without delay.
