7. ARCTIC NATIONAL WILDLIFE REFUGE

Debate over opening up the Arctic National Wildlife Refuge (ANWR) for oil
exploration has begun again. The Senate Budget Committee is expected to
vote soon on whether to include the development of ANWR in the Federal FY04
budget. If included in the overall budget process, drilling proponents
would only need a simple majority to approve the measure. The House Budget
Committee approved a budget resolution today that assumed more than $1
billion in tax revenues would come from Alaskan oil production.

Counter legislation has been introduced in both houses in the past month
that would designate the coastal plain of the Arctic Refuge as a Wilderness
Area. Rep. Ed Markey (D-Mass) introduced the Morris K. Udall Arctic
Wilderness Act (HR 770 IH) in the House of Representatives (134 cosponsors)
and Senator Joe Lieberman (D-CT) introduced similar legislation (S.543) in
the Senate (24 cosponsors). The coastal plain in ANWR is estimated to
contain between 5.7 billion to 16 billion barrels of oil in total. However,
only 3 billion barrels are projected to be economically feasible to recover.
