8. ENVIRONMENTAL EDUCATION FUNDING ? FY2004

For the second year in a row the White House Office of Management & Budget
(OMB) has proposed zeroing out funding for the EPA's Environmental Education
Program. Last year, this proposal was reviewed and rejected by the U.S. Congress in the FY03 Omnibus Appropriations Act.  This year, Rep. George Miller (CA)
spearheaded a campaign resulting in 35 Members of Congress sending a joint
letter to the House VA, HUD Appropriations Subcommittee urging that funding
be restored to the EE Program in FY04.

Congressional support for continued funding for EE, as represented by signatories on Rep. Miller?s ?Dear Colleague? letter, has increased 50% since last year. The largest block of supporters sit on the House Education and Workforce Committee, the congressional body with primary jurisdiction over the National Environmental Education Act and its reauthorization.  Additionally, 25% of FY04 signatories are members of the Congressional Black Caucus.

The following Members were signatories to Rep. Miller?s ?Dear Colleague? letter: Reps. Baldwin (WI), Blumenauer (OR), Boehlert (NY), Sherrod Brown (OH), Julia Carson (IN), Case (HI), Castle (DE), Clay (MO), DeGette (CO), Doggett (TX), Frost (TX), Holt (NJ), Honda (CA), Kildee (MI), Barbara Lee (CA), Lofgren (CA), Maloney (NY), McCollum (MN), McDermott (WA), McNulty (NY), George Miller (CA), Moore (KS), Moran (VA), Linda Sanchez (CA), Sanders (VT), Schiff (CA), Robert Scott (VA), Adam Smith (WA), Solis (CA), Spratt (SC), Tierney (MA), Tubbs-Jones (OH), Mark Udall (CO), Van Hollen (MD), and Waxman (CA).

9. EPA STAR FELLOWSHIPS

The STAR Graduate Fellowship program has been restored, as provided by the 2003 Omnibus Appropriations Act, passed into law on February 20th. NCER is now contacting doctoral students whose applications were rated "excellent" in the most recent merit reviews, held January - March 2002, to determine their interest in receiving support for the 2003-2004 academic year. Awards may be made from this list using the following criteria: geographic distribution across states, distribution among universities, projected environmental workforce needs, relevance of their research proposal to EPA's mission, and availability of funds.

The next STAR graduate fellowship competition is expected to be announced in mid-summer 2003, and will provide funds for 50 fellowships during the 2004/2005 school year.
