4. FY2004 APPROPRIATIONS

Republican congressional leaders are trying to get the fiscal 2004
appropriations process under way.  Leading Republicans, including House Speaker J. Dennis Hastert of Illinois, Senate Majority Leader Bill Frist of Tennessee, House Appropriations Chairman C.W. Bill Young of Florida and Senate Appropriations Chairman Ted Stevens of Alaska, are looking for a way to find additional money to spend on domestic programs. One idea has been to take unused money targeted for defense purposes provided in a supplemental spending bill (PL 108-11) signed into law in April and up to $2.2 billion from other 2003 accounts.  Republicans are hoping to gain enough flexibility to get the votes to pass the spending bills, while still maintaining next year's $785 billion budget cap.

The Congressional Budget Act calls for the House to have passed all 13 regular appropriations bills by June 30th. Thus far none of the bills has even had a subcommittee markup.

10. ENVIRONMENTAL EDUCATION IN DEVELOPING COUNTRIES: CASE STUDY

The purpose of this book is to improve the current situation of EE in developing countries, through surveying, as a case study, the status of formal and nonformal EE programs in Jordan. EE occurs in many formal and nonformal settings, ranging from school-based environmental curricula, through the activities executed by the environmental conservation organizations, to mass media conservation programs. In a uniquely balanced manner, Author Qasem Alnewashi shows that the environmental beliefs and behaviors of man in natural and social contexts reflect the need for linking formal and nonformal environmental learning
experiences.
