5. ENVIRONMENTAL EDUCATION FUNDING ? FY2004

On July 21st the full House Appropriations Committee approved the VA, HUD and Independent Agencies appropriations bill for fiscal year (FY) 2004. The committee included $9.2 million to fund environmental education (EE) programs at US EPA, which matches the recommendation of the VA, HUD Appropriations subcommittee and funding allocations for FY 2003.  It is expected that the Appropriations bill will be passed without change by the full House.

Support for continued funding for EE on the House side has increased 50% since last year, as represented by signatories on Rep. George Miller?s (D-CA) joint letter to the House VA, HUD Appropriations Subcommittee last spring urging that funding be restored to the EPA?s EE Program in FY04. The largest block of supporters sit on the House Education and Workforce Committee, the congressional body with primary jurisdiction over the National Environmental Education Act and its reauthorization. Members of the Congressional Black Caucus constituted 25% of FY04 signatories. VA, HUD Subcommittee Chair Jim Walsh (R-NY) and ranking member Alan Mollohan (D-WV) have also been very supportive.

The strength of the support for EE on the House side will be important when the House and Senate meet in conference this Fall to determine the details of the final bill.  The Senate VA, HUD Appropriations Subcommittee has not yet scheduled a markup of their version of the bill.

September 8-17 ? Durban, South Africa

The IUCN 5th World Congress on Protected Areas is a 10 yearly event, which provides the major global forum for setting the agenda for protected areas. The challenge before the 2003 Congress will be to show how protected areas are relevant to the broader economic, social and environmental agenda for humankind in the 21st Century. Previous Congresses have had a tremendous impact in assisting national governments to create new protected areas, and direct more resources towards biodiversity conservation.
